Evaluating and recording an action is an observation. Past the allowance, TrustRail keeps evaluating and recording, and marks each decision in your ledger as not enforced — the funnel that finds consequential actions is never the thing that stops them.

Every enforced action
A governed action is an execution the gateway performed with a credential your agent never held. Each plan includes some; past those, each one is billed — $0.05 on Growth, $0.04 on Scale. A retry or a reconciliation is never a second action.
Contract
Per governed workload, annual
The governed runtime — attested workloads, credential issuance gated on attestation, the escape-rehearsal transcript — is priced per workload on an annual contract. Sovereign and air-gapped deployment is a contract. Both start with a conversation, not a checkout.

Nothing is charged yet. The hosted pilot takes no payment. The console already counts your enforced actions against these numbers and shows the running total; usage past the included actions is not invoiced until metered invoicing ships, and this page will say when it has.
Support is not part of these plans yet. No response time, service level or support channel has been defined, so none is being sold here. When those exist this page will name them and the numbers will be checkable, the same way the prices and limits above are checked against the billing catalogue on every build.
Fair-billing principles
Every control on every plan
Deny precedence, kill switches, digest-bound approvals, and honest UNKNOWN outcomes are not premium features. The price is on executions, not on protection, and a denied action costs nothing.
Past-due keeps your entitlements; lapsed never stops a decision
While your card retries, your fleet keeps its paid limits. Entitlements drop to the free tier only when collection has actually stopped, and your data and policies are never touched. If your account exceeds its plan allowance or your subscription lapses, TrustRail keeps evaluating and recording every action, and marks each decision in your ledger as recorded but not enforced. Gateway execution is refused until the account is current. Decision-only integrations are not interrupted.
Billing changes are step-up gated
Only organization owners can change plans, and only with a recent sign-in. A stolen idle session cannot reach checkout, and every change is a signed Stripe event.
